Unusual Transfer Rule

    Just been reading the story of Ballyea's Niall Deasy hurling competitively for both his home club and Parnells in Dublin.

    A loophole in the GAA's rulebook allowed Deasy to transfer to the capital club, where he togged out in Division 2 of Dublin's Senior Hurling League and would continue to do so until the end of the year, before transferring back home for championship games.

    Had never heard of such a rule, but it does actually exist (part of Rule 6.8 from the official guide. The actual rule is much longer but I think these are the relevant parts):
    (6) A Player who Transfers to another Club within a County and who has already played in a Championship in that given year with his former Club, may play with his new Club in Non-Championship Competition(s), provided that he has not played with his former Club in the exact same Competition(s)
    (7) A Player who Transfers to a new Club and has already played in a Championship in that given year with his former Club, may play with his new Club in Non-Championship Competition(s).
    (8) A Player who Transfers to a new Club and who has already played for his former Club in a particular Competition, may finish that Competition and play for his new Club, subject to provisions of Sections (6) and (7) above.

    Seems like a bit of an odd rule to me. Maybe it's the way the article is written, but it reads like Deasy has no intention, or ever had any intention to permanently transfer to the Dublin club. I presume though Parnell's promotion to Div 1 was partly due to him begin on the team. I know it isn't championship, but surely being in Div 1 is a huge boost for the club. Therefore, isn't a rule like this just making it very easy for a club (maybe one that needs to get a bit of a boost) to bring in a few 'imports' to help improve their fortunes? What about counties where league and championship are linked, is this still allowed?

    This isn't having a go at Ballyea, Deasy or Parnells by the way, just curious about how and why such a rule exists.
