VAT on Rebates

Are rebates from suppliers liable to VAT?

Example - Company A orders goods at various VAT rates from Company B throughout the year. Company B provides company A with a zero rated credit note in January in respect of a rebate based on prior year sales. Should the credit note not have some element of VAT applied?

The only info I can find online relates to the UK in which if it is agreed between the customer & the supplier the rebate can be zero rated. Does the same apply in Ireland?

I would agree if the purchase was VATable then the rebate would be VATable.

But I know a large drinks company that zero rates the rebate. Perhaps it's on the basis that there is no relationship between the rebate and the customer, I don't know i.e. The customer is not providing a service to the supplier?
