Can anyone tell me how the joint assessment tax works for the previous year? I got married last February, and we registered with me as the assessable spouse (my wife is American, living here for the past 3 years if that matters). From the Revenue site...

For tax purposes, both partners continue to be treated as two single persons in the year of marriage or the year the civil partnership was registered. However, if the tax you pay as two single persons in that year is greater than the tax which would be payable if you had been taxed as a couple in a marriage or civil partnership, a refund of the difference can be claimed. Any refund due is only from the date of marriage or registration of civil partnership and will be calculated at the end of that tax year.

She was out of the country for most of last year, taking care of her mother, so didn't pay any tax, as she didn't earn anything. Would i be entitled to a refund then, given that the tax i paid is more than the tax i would have paid if i was taking her tax credits?

And if so, how do i claim the refund? I filled out a P21 and came back saying all was in order.

You need to apply for a year of marriage review, and stress your wife had no income.
