Possibly a little low on fluid , even a little low can cause noisey steering which in most cases means the rack seals are on the way out or there's corrosion on the chrome shafts that goes through the seals. Either way you'll probably need another rack soon. I recently changed mine on my 99 golf at 220k miles. Cost €100 from the breakers , fitted myself , 20 for fluid and €20 for tracking. Had new inner and outer track rod ends on my leaky rack so swapped them over. Good luck.
