Just reading this why will it cost 10m to provide for 40 teenagers for a year. 250k per kid , that's alot of money. You could buy a three bed house in Portlaoise for 120k and give two people 30k per year each to look after em and have 70k left over for the best of healthcare and living expenses and still have the house…

On another note how do they verify the age of undocumented unaccompanied 16 year olds? Going by some of the stories from Sweden of very mature 14 year olds raising a few question you would like to know they are minors .
