Where is the offence committed?

    I have a question about credit card fraud. Say someone in Brazil steals your credit card details from Ireland and uses them online to purchase items in China, in what country is the offence committed?

    Unfortunately, the goods will more than likely remain with the fraudster unless s/he can be tracked down by local law enforcement and the goods recovered.

    The fraudulent transaction(s) will be reversed by the bank so that the money goes back into the victim's account. The retailer/seller of the goods takes the hit because the banks deem their counter-fraud measures to be inadequate if someone was able to perpetrate the fraud using their payment system.
