According to this, the USC is reduced for those who hold a valid medical card. The rates in the above link are for tax year 2017, but I'm sure the rates for last year are not too different.

For two years, I worked in Northern Ireland and lived in Republic of Ireland. Through EU law, living in one EU country and working in the other, I was given a medical card for the Republic of Ireland.

In March 2016, I was offered a job in Dublin, which I took. My medical card was still valid until October 2016.

Does this mean that my medical card was still valid from March to October and I only ceased being eligible to its benefits (doctors, dentists etc) when it reached its expiry in October.

If my medical card was still active then I might be entitled to a refund of the USC paid between March and October. Am I?

did you have a full medical card (GP only cards don't get the relief)
did you pay USC (check your payslips).
did you earn above the USC limit.
did you inform your employer you had a medical card?

if you are entitled to a USC refund, it can be applied for by requesting a Balancing statement from revenue though Revenue's online system. You should apply for a Balancing statement from Revenue every year as it does a full recalculation of taxes due but especially in a year you change jobs as often there can be variances between one job finishing and new one starting.
