PPSN and sole trader (freelancer)

I did a lot of research on this one but still confused. I'm a full time working freelancer and for the past couple of years I'm working and traveling around the world. I decided to move and work in Ireland, so since I'm planning to stay there longer I want to play fair and register as a self employed (sole trader). I'm a EU citizen and I will have a proof of address but apparently that's not enough for PPSN. I know that when applying for PPSN you need to prove why you need one, in my case I need one so I can register myself as a sole trader with the revenue. But, to register as a sole trader and get a tax certificate I need a PPSN. Now, here's the confusion, this all seems like in circle to me and I don't know where to start first. How to put all this PPSN and revenue registration process together? What to do first?
