What kind of benefit of this?

My friend works part time. All of them there don't get more hours than 20 every fortnight. If people offered extra hours as relief they don't have any interest doing it because afraid of losing their benefit.

I wonder what type of a benefit is this which has an incentive of not to work more?

    Thank you!

    Sounds like Jobseekers.

You can work and get Jobseeker’s Benefit if:

Your days at work are reduced due to lack of work (systematic short-time working)
You are a part-time worker including job-sharing week on and week off (but not if you have chosen to do so)
You get casual work or part-time work
    You have subsidiary employment
