Filling of positions in Civil Service

    When filling vacant positions in the CS are COs on the panel only used or can COs who have put in a transfer also be used?

    eg: Over the course of a year Region X has 10 retirement posts to be filled. Are COs on the panel for Region X used to fill these positions? Or is it possible that COs from Region Y, who have put in a transfer to Region X, can be used to fill the retirement positions.

    Hope someone with real CS knowledge might know - thanks in advance.

    Ask your CPSU rep if you're in the Union. I can't imagine them not having an agreement with management about that.

    Thanks for advice only I'm coming at this from the other side, I'm not in the CS yet. I was just wondering how those on a transfer list get their positions, whether new entrants have to wait until transfer requests are filled before a new CO is brought in.

    Anyone with further info?

    so the new panel in X gets preference over existing staff in Y unless union agrees otherwise.

    I get the impression that existing CO's transfers get preference over new panel in all cases. Why would the union block transfers of members in preference to brand new staff.

    new panel created in kerry, Dublin staff have transfers requests to kerry, and new post created (in Kerry). Would Dublin staff not get preference in all cases

    given that we are talking about recruitment posts rather than promotions it is probably the case that the Union wouldn't be too concerned

    it can be a much bigger issue where promotions are involved

    EO and HEO grades I take it, they'd be problems. Every transfer in reduces promotion chances of existing staff.

    That's not great news for someone on a CO panel outside Dublin. It's possible then that after getting through 3 stages in CO competition including two trips to Dublin, all positions that come available could be filled from existing CO's waiting on a transfer from Dublin :(

    Thanks for replies and for making things a little clearer.

    I'm in a conundrum about what to do. I'm place high enough on the Dublin panel and would expect a position but it's my second preference. I'm place pretty high in my preferred region but I understand very few positions were filled in the last CO campaign. That's why I wanted to know do transfer COs get preference over new COs and whether it's standard that they do or if it depends on the location/department. 'Cause if they do get preference over new COs then "very few positions" might become practically none in a small region.

    But doc11 said in another thread they're expecting to have 500 new CO roles in Garda Stations next year so now I'm thinking maybe there will be more positions. So hard to know!!

    Going to dublin you can transfer back to a specific location, you could wait and get a position miles away from your home on first panel anyway and still have to transfer.
