Are PhD fees in Ireland covered by the grant (SUSI) like undergrad and Masters courses are?

It depends on your funding basically. If you have zero funding, you can apply for susi to cover your fees up to a certain amount (someone who's applied more recently can tell you, but I'd guess it tops out at €2k like a MSc), but if you have a masters under your belt, the years you got funding for that are included in your post grad app, so you may not get a full four years. Your best bet is to a) ask SUSI, b) seek a more comprehensive funding agency for a PhD.
