Social welfare with no P45

I've tried calling both Citizens Information and the local Welfare but I keep finding myself in a queue with no sign of anyone picking up.

I thought maybe someone here could help with the basics until I can get more detail information from those two places.

A friend of mine in the UK recently met a guy he knew in college in Dublin who has been living rough in London. My friend has managed to get the guy to meet him on a semi regular basis and is hoping to convince him to go home and get his life together.

He has never worked in the UK and has been there since early 2013. Obviously he won't have any employment documents like a P45 or the like. He was on Social Welfare here for about 5 or 6 years until he left the country.

Does anyone know how he'd be able to go about signing on to Social Welfare in a situation like that?

I've looked up the relevant section of the Citizens Information website about not having a P45 and it focus only on there being difficulty in getting a P45 from an employer and that Revenue would step in. I don't know yet where he last worked in Ireland, but could they still have his P45 on file after all this time?

If not, what would he have to do?

Day not know whether his last emoter would have it buypt revenue definitely should have it. Maybe go talk to someone in your local intro office rather than wait on the phone. They must of heard of this issue before this and could advise.

He'll need to get official evidence of his current income and address in the U.K. So a letter from his DHSS stating how much and for how long and where he was getting SW and that his claim is now closed
Also evidence that any housing benefit he was entitled to has been surrendered because his tenancy/occupancy has ceased
Those 2 things are fairly easy to get

Speaking from experience from living in the UK, if he wants to come home his local job centre should be able to help with train and ferry cost it may be helpful to your friend if he contacts local homeless services to see if they can help in anyway ,
It can be difficult to help someone in that situation

Thank you. Good to Revenue is an option for getting the P45.

As I said above, the guy has not worked since arriving in the UK and he is living rough - which means he is homeless. I'm not 100% certain that he has been in the streets since arriving there but I believe that it is so.

By "local job centre" do you mean one i London? Would they really pay to get him to Ireland?

Or do you mean the local Welfare office of where he will be coming to over here? That he can phone them and arrange it?

I think it is my friend's intent to pay for the flight (assuming the guy is okay with that). He just doesn't want him going back to Ireland to end up on the streets here.

That's a very sad story - unfortunately I can't help with any info in relation to signing on . Maybe talk to one of the homeless agencies in whatever part of the country that this guy will be coming home to . I'm sure they have staff that help with the whole signing on process etc . As far as I know in order to sign on you have to have a valid address . Hope it all works out .

An organisation called Safe Home Ireland might be able to help, www.safehomeireland.com. Best of luck.

He may have trouble accessing SW here without being able to prove where he has been living and what income he has been living on since he signed off in Ireland.
You should call in person to your local SW office and talk to an information officer.
I can absolutely assure you that SW here will not be paying for him to come back to Ireland.
Clionas suggestion of Safe Home is excellent they have been helping in repatriating Irish people from Uk for years

Yeah the one in London , they can help with the cost of getting home not sure if they would pay for a flight but definitely a train and ferry ticket it's how i got home several years ago ,
He would definitely need someone here to provide assistance if and when he decided to come home , family or a friend if possible otherwise he would just be a homeless person going from the UK to here ,

All depending if he actually wants to return
