    The scheme is run by Dublin City Council. Blanchardstown is in Fingal.

    There's nothing to stop Fingal setting up its own scheme, or proposing to Dublin City Council that the two authorities should run a common scheme covering both areas. But SFAIK neither of those things has happened. The Irish Times report is of Dublin City Council's plans which, naturally, do not include Blanchardstown.
