The election will have an impact for sure. Most seem to be of the opinion that Clinton win will strengthen USD, Trump weaken, though there will be other factors at play.

Nobody will be able to predict future movements with any degree of certainty. Your best bet may be to change it in 3 different stages - 33% now, 33% in December and 33% in January. Hedges your risk somewhat.

Silly question but is it better when changing to have a weak or strong dollar?

Weak when buying, strong when selling.

Weak dollar is better for when going over.

The weaker the dollar, the stronger the Euro (and other currencies) is against it

The ideal scenario when the dollar is weak is that you get the exact amount you need for your time over there so you're not left over with any dollars spare.

Sign up with Revolut, this will give you flexibility on when to convert and you will get the best possible exchange rate when you convert. Dollar should strengthen somewhat if Clinton wins (the expected Clinton win has probably already been factored in to some extent), it will tank short-term if Trump wins (as will the markets)
