Raising a party wall

I live in an end of terrace house in Wicklow. We recently completed a very small extension onto the back of our house which gave us opportunity to raise our exterior deck 2 foot higher making it flush with the existing levels on the interior of the house. So when standing on this new exterior deck our party wall is now only 3ft 9inches high. On my neighbours side it remains as it always was at 5ft 9inches high.
I am hoping to raise this wall by 2ft. (adding 3 breeze blocks). I will obviously talk to my neighbours about this first but I would like to get my facts straight regarding party wall heights and allowances etc before I approach them about my intentions.
Any advice would be great. This is new territory for me.

To mention, my neighbours house is currently uninhabited. I have reason to believe it will be put up on the market in the near future for sale.

Rear boundary max exempt from planning is 6'6'' (2m)

Thanks Bryan. I presume that the measurement of 6'6" is taken on my neighbours side and my side increases 9" to make it 4'6" ?

Taken from the lowest side of the boundary, so in this instance, your neighbours garden.
