I neglected to pay tax in 2010 and 2011. I moved address and apparently the sheriff tried to find me. Recently I had to deal with the revenue for something unrelated and they told me I owed them 700 odd for 2010 and 2011 combined. 2010 had gone to sherrif they said. I asked about installments and they agreed to 20 per week by cheque to the collector general.

My question is: am I settled once I pay revenue the 700? Or do I still owe the sheriff money? They haven't mentioned sherrif since.

The sheriff can get your new address from Revenue. Even if you settle your liability with Revenue directly, the Sheriff will still be entitled to look for their costs, especially if it was escalated as far as trying to call out to your old address. As scarey as the word "sheriff" sounds, many of them are decent to deal with and if you talk nicely to them and have a good case they may be able to reduce or waive their costs.
