Neighbour selling cars from outside his own home in estate, is it legal?

Some advice and help needed, My neighbour began quite regularly getting new cars, i would say he got 3 in the space of 1 year then Out of the blue about 6 weeks ago cars started turning up outside my neighbours house, first one then eventually 3, he already has 2 cars that are in his driveway so the 3 cars are now parked on the pavements near his and my house. 1 car is parked directly outside my house which means when people call to visit they have to park away from my house. The guy isnt a mechanic and it would appear he is either selling them for himself or someone else or is stocking them as he gets a number of visits from the same people who look at the cars and jump start them some times. People may look at this and say let him get on with it but our house is at the end of the estate (cul de sac) so having 3 cars parked outside my house is a pain in the butt. And he is a very ignorant man, confronting him about this is not an option. It got a bit annoying the other week when my wife came back and there was an oil truck delivering at the time to his house and because the said cars were parked either side of the road my wife could not drive past with young kids in the back. she was held up for 30 mins almost and she confronted the oil man and in fairness he apologised but he says he couldnt move out of the way.(although he could have but he would have had to switch off the oil and roll up the pipe). 2 of the cars have homemade signs in the windows saying they were for sale, and they didnt have a tax disc. He randomly drives one away for a few days(must be to the side of a road some where) and then it comes back. At the moment there is 2 cars on the road in the estate.

    All advise welcome!

This is an issue for your local council. A few visits from them will sort it out.

Ring Planning Enforcement, my parents had the same problem with a neighbour selling cars.
I just tracked all the cars down on CBG and forwarded it to the Local Authority and it soon stopped.

Report him to council and revenue. Check has he permission to run a business from the address.

If the estate is taken over by the council just put your complaint up on the 'fixmystreet'website.
