Immigration, INIS. Definition of Civil Proceedings Outside of the State

    Does anybody know what the definition of Civil Proceedings outside of the State is, with reference to applications for naturalisation, as defined by the Irish National Immigration Service? I can find an Irish legal definition of this but it refers to only Irish Civil Courts.

    With regard to settling debts, my general understanding of what Civil Proceedings mean in this context in Ireland, is to go through a civil court process with a judge presiding over it. Whereas, in the case of debt collection in Switzerland, in contrast, and this is unique in Europe, if you owe money and are not able to pay, it doesn't ever go to court unless you are contesting it. Instead a claimant can go to a state run debt enforcement agency as long as the debt is older than 3 months and if uncontested it will demand you to pay monies owed. The agency has the power to strip your assets or deduct repayments from your salary.

    I would like to know if the Swiss example falls under 'Civil Proceedings' as referred to by the INIS.

    I appreciate any help in this matter.
