I would like to attend college to study culinary arts in September 17 as a mature student as i will be 23 by then. I am currently working for minimum wage 4 days a week and my rent and bills are just over half my income.

I'm also a father and support both my partner (who is on jobseekers) and my 7 month old daughter. My current employer would be able to take me on for 15 hours a week if I were to attend college.

A grant isn't really an option for me as I need to support my family with a weekly payment.

Do i have any chance of getting it given my situation?

You won't get it because you are not on Jobseekers, however your partner can continue to claim for you and your child while you study and if your income reduces (by doing less hours) her Jobseekers will increase.
