Leak to mains supply that runs through private property

There is a significant leak in the mains supply at my home in County Wexford. It is leaking heavily into a ditch and onto the road. I reported the leak to Irish Water but because the pipe is on private property, they are saying that it is the homeowners responsibility and they are washing theirhands of it. This pipe carries water to houses futher on down the chain that are metered so I fail to understand why it is not Irish Water's responsibility. The mains pipe is only running through my property because many years ago when there was little or no control, some developer decided to route it that way.
Because the pipe is considered to be my responsibility, am I entitled to dig it up and block it off past my house (still on my property) thereby cutting off the water supply to over 40 houses, most of which are metered and some of which will be paying Irish Water for their water supply.
Come on Irish Water. Can you please see sense on this issue. Mains supply is your responsibility and fixing leaks should be a priority. Can you please send an engineer out urgently to fulfil the responsibilities that your company took on.

    Hi Allanah
I've already tried the standard operations email address and I am just getting back a 'computer says no' response.
I really need to escalate this to someone in Irish Water that can make a decision on it beyond the normal rule book.
In my opinion, it can only be resolved by talking to a human.
Can you please provide the name and contact details of a senior executive within Irish Water that I can engage with?
    Many thanks
    Bill

    Thanks Allanah
Can you please stress to them that this is urgent. Water is being lost at a rapid rate from this leak and it's imperative that it is repaired very urgently.
This leak is now a week old and because it is a holiday home, it was only discovered on Sunday and reported first thing on Monday morning. Since then I have not heard back from Irish Water. I spoke to Wexford County Council who have a rapid response team available to fix this leak but who cannot move without the go ahead from Irish Water.
Can they please contact me this afternoon to avoid further loss of valuable water.

No response from Irish Water and meanwhile leak continues and more valuable water is wasted!

Still no response from Irish Water. Appalling service when perfectly good water is leaking away and Wexford County Council have confirmed they have a team who can address this leak today. They just need the go ahead from Irish Water. No wonder the Irish Water venture has failed miserably.
    Very, very poor public utility.

Still no response from Irish Water on this and it's now three full weeks that perfectly good, fresh, clean drinking water has been flowing rapidly into the earth and the river at my home in Wexford. Appalling behaviour by Irish Water who have refused to fix the mains leak.

    Hi Allanah
Details have been sent and still no response.
Can you please contact this department and let them know that this is urgent.
Valuable water is being wasted and it's costing a fortune for the taxpayer.
Can you please ensure that somebody contacts me immediately.
I note that Irish Water are extremely keen to take this matter private and to close this thread but the quickest way to do that is for somebody to contact me.
PLEASE HELP ME WITH THIS MATTER. IT IS EXTREMELY URGENT.
    Bill

    Hi Allanah
The private message reply simply reiterated that somebody was looking into it and would be in touch.
Once again, can I state that this is urgent and I need Irish Water to act not, not look into it.
A simple phone call from Irish Water to Wexford County Council now will fix the problem and save further valuable water from being wasted.
Can you please get somebody within Irish Water to make this happen, PLEASE!!!!
    Bill
