This bike race/run on Sunday looks like it's going to block off the North Quays/East Link for the morning. I need to get from Marino to Co. Wicklow, leaving about 10/10:30am.

    Anyone got any suggestions?

There are signs up on the quays indicating when the road is closed. Unfortunately I can't remember exactly what they said, but I'm certain they were done before 10am.

Here's what the councils traffic management place on dublincity.ie has to say on the subject:
    Great Dublin Bike Ride

Cycling Ireland (with Irish Sports Council) intends to close the following roads to facilitate the start of the Great Dublin Bike Ride on the date and times listed below:
Arran Quay, Father Matthew Bridge, Inns Quay, O’Donovan Rossa Bridge, Grattan Bridge, Ormond Quay Lower & Upper, Bachelors Walk, O’Connell Bridge, Eden Quay, Butt Bridge, Talbot Memorial Bridge, Custom House Quay, Samuel Beckett Bridge and North Wall Quay from 07.30hrs to 09.00hrs on Sunday 11th September 2016.
    Traffic Management Plan
Traffic wishing to cross the Liffey during the temporary road closures on the north Quays, from 07.30 to 09.00hrs, will be diverted via Islandbridge and East Link Bridge /Port Tunnel.
The Gardai will temporarily manage traffic at junctions along the routes between 08.00 and 13.50 hrs.
Traffic diversions will apply as the race proceeds.
    Pedestrian access will be maintained.

The last wave of people leave smithfield at 8.45....quays should be clear by 9.15-20 at the latest
