Possible airlock oil boiler need help !!

Hello an elderly neighbour turned off the tap on her oil tank and forgot to turn it back on and now her boiler wont turn on would this cause an airlock ??

Yes it would if the boiler tried to fire up with the it closed, then even when opened again you would have an airlock
