change of use - shop unit and offices to appartments

    Im considering changing a shop unit and offices to appartmets. Its about 1000sq ft. Semi detach building in residental area of a town.
    Can anyone advise what the process would involve?
    Also keen on any details on how to develope for long term rental to a town council(meath specifcally)

    Hire an arch, talk to council, do a layout, take it to auctioneer and Qs, planning, tender, construction.

    Planning application.
    Fire cert application.
    Disability access certificate application.
    BCAR management (Assigned Certifier).

    Talk to an architect, engineer, surveyor or technician can can act into the roles best.

    Hiring an architect should not be your first step, and is simply wasting money at this stage.
    Request a brief meeting with the council and see if the project is even permitted first. Ask if they have any objections to a change in use.

    Then proceed as suggested above. You certainly don't need an architect for your first approach to the council.

    Depending on location, the planners will not entertain a pre planning meeting without prior issue of proposed sketches or proposal drawings.

    If you don't go the pre planning route then you need to study the zoning maps and development plan to see what types of development are permitted on the site and take it from there.

    If the op is serious about the venture then getting professional involvement from the start will ease the process.

    Otherwise if the op gets a good vibe from his pre planning meeting then whoever they engage to prepare the application may have to go again to another meeting to show the actual layouts etc

    In my opinion, change of use to residential in a residential area of town is ok in principle, probably originally residential use. Change of use to apartments may be problematic, as may be too small. Google December 2015 Guidelines for apartments, it's a national standard re minimum sizes, including private open space. Minister Coveney has indicated that he will be introducing new planning regulations later in the year (but who knows when really) new planning exemptions for change of use of unused upper commercial floors to residential use, but subject to standards. I would guess that 2 apartments may not be feasible re planning permission (or potential future planning exemption). Employ a professional to advise, including on sewer, water, drainage etc. And it's square metres these days re sizes.
