neighbours away with dogs left out

Our new neighbours have been away for 3 days...they've left their small 2 dogs out the back garden. ( The dogs live outside without a shelter) from what we can see they've no food and no water left out.

We've taken pity & fed the dogs and given them water over the fence...but they are barking non stop.

We will tell them when they return, but from our brief encounters we've had I think it'll fall on deaf ears.

If they take no action or if they do this again....Is there somewhere we can report this?

    Thanks

If the dogs have no food or water this needs to be reported to the dog warden immediately. That's neglect pure and simple. If they've gone for three days already and not left food or water then they clearly don't give a toss about their dogs and whether you confront them or not there unlikely to change their behaviour/view.

Needs to be reported. What happens if they don't come back?

I would suggest reporting them to the dog warden and maybe try to feed them small dog treats through the fence in the mean time?

Just make sure when feeding them that there is no evidence of food when the warden or ispca arrive, they are useless organisations for the most part and if there is food about and water they will leave the dogs, even if they know someone else feeding them and not the owners, they are tick box organisations at best - stupid or what!

Are you certain there has been no-one coming over to check on and feed the dogs aside from yourselves?
