The US authorities aren't too bothered about minor traffic convictions - 'moral turpitude' and all that. If he's going through the process of applying for a visa (i.e. not using the visa waiver program and ESTA) then he should declare it.

Coarse he can apply. Could do that with a stretch in Portlaoise behind him ffs

A driving offense is unlikely to get in the way of his visa application. However, he should declare it to his employer, when they are handling his visa application. At some stage of the process, they'll be asked about his criminal background/convictions/police record etc etc. If he lies, or leaves out pertinent information, that could be a problem, even though the motoring offense itself was not that serious. The fact that he lied about it, is.

Unless there were drugs or alcohol involved, it should not be an issue.
