I am a 4th year college student and our new landlord is looking for a passport picture of all 5 of us that are renting his house for the academic year. This seems odd to me and I haven't come across this before with any previous landlords or ladies. Is it even legal?

It is a bit odd, but I don't think there is any issue with it. I assume it is just so he can put a face to the name on the lease.

I suppose its so the landlord can confirm if you decided to allow others to move in during the year or something like that, its certainly not illegal for the landlord to request this. Many landlords often look for proof of ID and as long as they store this info safely and inline with data protection act there is no issue.

You don't of course have to provide it, but then the landlord can choose not to allow you to rent the property if you don't meet their requirements.

If was a copy of id .. but a photo is odd. It proves nothing. Would be inclined to pass on that property
