Unincorporated Association Bank Account and Officer issues??

    A very old and respected livestock association has been brought to its knees because a few short years ago a new secretary was elected. After he was elected he set about surrounding himself with extended family members who he got elected into officer positions and now has full control of the finances and bank accounts. He uses the association to promote his personal livestock business. Since he took over no proper records have been made available other than a small statement at the end of each year outlining expenditure. There is no itemized records of substantial sponsorship funds collected. He uses the association funds to entertain his own personal customers eg ( Small corporate events etc).
    He gives no notice of meetings other than to sometimes putting in an advert on a local paper which is officially available on a Friday but the meeting would of been held on the Thursday night. He uses this as a cover to say it was advertised. The result is the meeting is over before the vast majority of members find out which means he cant be asked any questions.
    As a result of all this the membership has collapsed and there is not enough to vote him out.

    What is the best way to handle this and get this association back on track?
