As far as I know, it doesn't exist anymore. You just need a Class 2 Medical, ELP and instructor sign off in order to go solo. The first licence you'll get now is your PPL.

Correct. All of the above plus your PPL theoretical exams passed.

Don't need theoretical exams to be passed.

Just: ELP, minimum of a Class 2 medical and a solo sign off / authorisation form to be filled out by Instructor/CFI.

as far as I know, SPL still exists for national licences such as Microlight licences. If you're doing your full PPL(A), I think IAA will be still happy to take you money and issue one if you want, but the fact is - you don't need it, so save your money, you will need it for all the other fantastically overpriced IAA services

For going solo - no need for ELP or theory passes in Ireland (unlike UK), just the class 2 med, CFI sign off and you're good to go. ELP is typically done on your skills test, theory needs to be passed when applying for licence
