Learning about Commercial Potato Production

I met a Somalian man who asked me how he might learn about commercial potato production. Basically his family have about 500 acres of good quality land in Somalia which is currently unused.

He says that potato production in Somalia is very backward and potatoes are more expensive than in Ireland. He's been trying to find an Irish farmer he could work with for free just to see modern methods in practice.

I can't find any courses specifically for potatoes, and the aid agency Vita seems to be mainly about potato varieties.

    Any pointers would be helpful.
