Red L for learner

What section of the Road Traffic Act covers Red L for learner. I do not see it only Red N for novice. I ave looked at RTA 2002 ,2006 and 2014 Could someone link?

Edit: I don't think that's the full picture, tbh. I think there are a few acts/regs and amendments that need to be read together because I have seen in an act that the white border has to be a minimum of 1cm and I can't see that from a quick glance at that link. (It might be there and I missed it as I head out the door!)
