A friend of mine is going to be giving out CVs soon to local businessess all the shops pubs etc.

I guess a cover letter should go with each CV, tailored to the establishment.

However then the CV and Cover letter needs to be given in a nice looking A4 envelope/holder to the prospective employer. Anyone have a recommendation as to what type of envelope/holder to use ?

had a look online but cant find the name of what the actual thing that holds the two together is called.

If they're just going to pubs and small shops, then that thing is called a staple.

Don't bother with fancy covers - and certainly not envelopes or anything which makes it more work to see the CV. Folders are ok in places that don't need to photocopy CVs but don't use them for office jobs or places with a panel.

I'd fold it in half and pop it in a C5 envelope.
Regular white papers fine, decent quality... just not really light paper or cheap recycled stuff, or heavy premium paper that looks over the top.
Wouldn't put it in a wallet or folder for any type of job.
