Ground elder problem

My shed is situated in the bottom left hand corner of my garden, with a meter wide path around it. I have a concrete wall to the rear and a wooden fence to the left of the shed.

A few weeks ago I decided to tackle the problem of what I now know to be ground elder, which was growing in the path between shed and wall/fence. I spent hours digging up as much root as I could. Two weeks ago I covered the path with black membrane and covered that with at least 3 inches of bark chippings.

The ground elder is already making a comeback at the edges of the membrane! I can't go back and re-dig as it would mean taking up all the bark and membrane.

Can anyone suggest a strong weedkiller I could use? I have no other plants growing in the area so I have no limit on how strong the weedkiller can be.

    Thanks,
    Ragnar
