    tbh yes IT is an investment its an integral part of pretty much all businesses today and in some cases all / every aspect of the business.

    You should research the ITIL Model to give further insight as to how IT and its processes can assist your business.

    The question "Is spending on any reaource always an investment?" is just as broad and hard to answer.
    "IT" for what business goal needs to be answered first.
