Utility Bills - paying vat on taxes and levies

    Maybe I have too much time on my hands - being retired have more time and less money, but I have noticed that the v.a.t on utility bills is calculated after the addition of the carbon tax and the pso levy. I am presuming this is legal under the relevant Acts but it does seem like a very, very impolite hand gesture to the consumer! Can someone explain it in layman's terms?
