Hi Could I ask ii anyone knows if someone applying to renew a learner permit is required to provide another eyesight report. Thanks

You dont need another eyesight report unless your circumstances have changed:
If your current (and expiring) permit says that you need glasses but you have had eye surgery since and no longer need glasses, then you need a new report saying that you no longer need them
