    I just signed a new lease (recurring) on the first of February-it was a new lease after a 3 year lease..So, does my part 4 cycle start again with this lease or is the prior lease still in effect in regards to part 4..if that makes sense..?

    Part 4 tenancy is a four year cycle, so you still have a year. You didn't need to sign a lease, but that doesn't matter now. Basically, at the end of this year, you can be served valid notice.
