What should bark look like when pack is opened?

I had a few bags of decorative bark stored in the garage from last year, and when I opened them they were very dark, wet and lot of white substance where the wood had been.

I assumed it was ruined, so bought a couple of fresh ones today. They were same, except no white stuff.

So can I use my old ones? I assume they should be ok, as the white is probably only rotting wood material?

The white stuff is just fungus. Will die off if you spread it.
