I 've posted here before about buying a cheap low litre car , I was going to buy a cheap micra or polo and then pay full insurance on it about 1500, or get a car for under 1500 and then start paying insurance monthly instead ?

Problem is with the low litre cars they are in high demand so that means either paying a high price for a good one, paying low for a lemon or picking a model that demand is low for. Eg a Hyundai Getz can be got for much cheaper than a Toyota Yaris.

A Micra is probably the best in terms of price to buy and reliability.
