    Hi, the new changes to UHS allows a golfer to gain 1 full shot over his lowest hcap in current calender year.

    There is however a procedure where the hcap committee may/can apply to GUI for an initial 1 or 2 shot increase when I believe 7 consecutive .1s have been reached.

    These players will be flagged for consideration on a report, however if a hcap secretary or committee fails to notice a certain players performance within 1 calender month, the respective player concerned could lose out on a possible 2 shot increase.

    Is this change putting considerably more work on hcap committees and secondly should the onus for seeking this increase not rely on the player concerned.

    Yes it is more work, and no the onus doesn't fall solely on the player.
