Mobile data will not turn off

Currently using a Samsung Galaxy S4 on PAYG. Despite having mobile data turned off, it is still connecting to mobile internet. Restarting the phone seems to fix the problem for ten minutes or so. I'm not sure what the problem is. Can anyone offer any advice?
