Painting on top of coloured render

House is about 9 years old. Want to paint over render. It is a warm cream colour and have found a close match with regular masonry paint. Render has a fleck in it. There are patches that are well weathered. Also some patches with the red starting to come through.

    Wanted to ask:
    1. Treating red marks, have head multiple causes and treatments for this. Which is best? What pre treatment is needed?
    2. For weathered patches, how best should I tackle these - what undercoat should I use?

    Thanks for any help.
