Can't drain water system

I'm trying to drain the water system in my house and the kitchen tap seems to have an infinite amount of water available to it. I have turned the mains off and every other tap in the house has run out of water including the outside tap which is fed from the same pipes as the kitchen sink.

You can see the set up underneath the sink below, the rightmost black pipe is I presume the attic tank and the top left is the hole/pipe for the garden tap, which is turned on but totally dry.

The mains valve could be faulty but in that case why is the garden tap not flowing? Or the other taps in the house?

If the attic tank is empty then you have drained the system. It looks like the feed for the kitchen tap might come before the valve. If this is the case you can shut it off on the street if you need it off. Its very easy to do if you have a water meter.

Yep in the end I had to switch it off from the water meter (very easy as you said), I imagine this means the mains valve is broken and isn't turning fully.

There is no reason that the right hand sink tap works when the external tap does not. Makes no sense at all. Unless that white valve is turned off under the sink??

The mains water feed (the black flexible pipe) on the right will (or should) have an valve on it - trace this back as far as you can until it enters the house.

    Was thinking the same.
Black pipe on right is mains ?
Red tap stops glow to water tank
White stops flow to outside tap
