Does property tax have to be paid on farm land?
That is land only with no buildings or services to it?

No. will very unlikely happen now. But if their had been no opposition to property tax and water charges over the last few years the Government would have extended it to these scenarios or at least tried to.
With water charges, it was initially intended that even people with their own private well have a meter fitted so that 'down the road' in a few short years they would be charged for 'removing a state mineral from the ground'
Remember this in future when you hear people label property tax and water charge protesters gougers and trouble makers by various interests.;)

    Thanks
I'm just wondering if I owned 2-3 acres what sort of expenses would be involved with owning it.

A state mineral that has to pass through your property to get underground in the first place, maybe they could have been counter charged for letting it through your property:)

Public liability insurance, first and foremost. Bit of fencing (one-off if done properly )
If you have a connection to a water scheme, that costs obviously. That can very between schemes, but probably less than €200 a year.
