Anyone know of an app that lets you Blacklist certain WiFi hotspots and/or list others as favourites? Kind of annoying when my phone 'connects' to the neighbours' router but doesn't actually get a signal as I requires a web login.

You can tell the phone to forget wifi addresses that you don't want it to connect to.

It always rediscovers them when it scans though and I can't seem to disable scanning

But it won't connect to them, unless you specifically reconnect it. If you want to turn WiFi scanning off, you turn WiFi off. You seem to be looking for a way to only scan selected networks, but that's not how WiFi works, it has to scan the network to find out what network it is.

It does, though. My phone is constantly 'connecting' to hotspots it perceives as open without asking. Telling it to forget a hotspot serves no purpose as it just finds it again the next time and connects.

Can't say I've ever seen that behaviour. Aside from anything else, it would be a huge security hole (connecting to unknown, open networks? Disaster). Is it actually connecting (as in, the WiFi symbol shows up in the notifications bar)? Not just a notification that an open network is available (without connecting)? If it's the latter, you can go to Settings => WiFi => Menu => Advanced => Disable "Network Notification"

Now that you have explained the issue in detail:

    Based on Nexus phone:
Settings / Wifi/ Advanced Wifi / Network notification "notify whenever a public network is available" & then untick.

I have something similar with my phone. I switch on my wifi and it connects to a UPC ssid which is not mine, I get "authentication error" obviously as I didnt request to connect to it. I then select "forget network" Have to select manually my home wifi address. But this happens regularly.

It actually connects to the hotspot but I can't use the network without entering a password on the web form. Wifi notifications are turned off on my phone but they still pop up.
