Pyrus Calleryana

I had a Pyrus Calleryana (Chanticleer) planted just over two years ago from bare root at full height. In that time while some leaves have grown it hasn't had any spread at all and is very narrow. The branches are quite sparse and it just looks like it's not thriving. While some leaves remained throughout the winter they stayed green and have never gone through any of the seasonal colour changes associated with the tree which was my reason for planting it. Some of the leaves seem to have black spots.

Has anyone any experience of growing this tree or experienced problems with it?
