Personal Progression Plan.

I was wondering if i could get some advice. I am new to Boards, so sorry if this is in the wrong place.

I recently met my case officer to talk about my personal progression plan. She put me on a ECDL course, which i am happy enough to do.
Then during the week she sent a letter advising me to apply for a CE Sheme working with people with dementia. I don't want to take this position or work in this field.
I have done that kind of work and do not plan to return. I would rather work in administration hence i agreed that ECDL would be a good option.
Where do i stand on this. Can i say no??

Also i was looking at courses available in FAS and a Marketing one is coming up in September. I asked my case officer if i could do the marketing instead of the ECDL as i think it is more career focused and relevant to the labor market. She said no. The marketing course is a long term option. The ECDL is a short term option which is better for me, she said.
How do i stand on this one??
Can i insist i want to do the marketing course??
    Can they decide for you??
