    Is it normal practise for CWO to go around houses looking in windows if no one home ?
    I ask, because my neighbour said she noticed a guy lurking around my house to day and looking in the windows when he got no answer - she popped out and asked was he ok (phone in hand and ready to ring cops ) and he told her he was CWO !! (matches description of local one, didnt show her id or anything though)

    The welfare guys who are out and about checking for people working and claiming do tend to behave like you describe.

    I assume he,was just checking were you home and hadn't heard the bell.

    Wasnt expecting him, he went window to window and a good old walk around house, shed etc. I live in a small cul de sac hence neighbour got full view. Note in door to he be rang. I feel it an awful invasion of privacy. Pity I wasnt there...

    Does a CWO have investigative responsibility or power? I thought there were separate people for that but I could be wrong.

    In my area they seem to combine like captain planet. Its deciding officer I think has power, but the other sections seem to be there to stop u getting that far (personal opinion)
