Cheap ITX Build?

    Hi lads, looking to build/buy a relatively cheap mini-ITX PC to hook up to my TV (as it isn't a Smart TV and I'd appreciate the odd YouTube clip on it :)

    My requirements
    - At least dual core
    - At least 4GBs of RAM
    - Preferrably dedicated graphics (1080p Videos, HDMI port etc.)
    - At least 500GBs of Storage.
    - Low power usage

    Price-wise: Relatively cheap.
