safety statement for self build

    Hi

    Hoping to start new build in the next few weeks. My engineer has told me that I need to notify the HSA and that he or myself can act as project supervisor.. What I want to know is.. Can anyone tell me where I can get a safety statement that I can use as a template to write my own.. thanks for any help

    Hi OP,

    The regulations with regards to Safety, Health and Welfare at work that apply to construction are particularly onerous and prescriptive and most people who act in the various roles would not be inclined to make templates or give out copies of the various documents involved as they are site/project specific.

    I'd suggest you ask your engineer for 30/60 minutes of his time to explain the entire process from start to finish and between you make the decision as to who is going to act in the various statutory roles.

    I'll just add that in my mind it would be shear madness for anyone to act in any of the statutory roles without having appropriate experience and insurance to act in said role. If an accident were to happen there is a good chance each person will have to explain to a judge at their criminal trial how their qualifications and experience make them qualified to carry out the role they did.

    OP, do you have the Qualifications, Experience and Competency to act into this role?

    If you find yourself in front of a judge these are the questions they will ask you at the start. If you fail on any of these, you may find yourself in deep trouble with our strict H&S Legislation.

    Your Engineer may have mentioned that you can act into this role, but in reality he will not want you to.

    If your found to be the cause of an accident that may have been avoided if you got a proper H&S statement and risk assessment done, you would face a massive fine and/or jail.

    Just to mention there is at a minimum two roles in question here:

    PSDP and PSCS.

    In my experience it is extremely rare for one person to act in both roles - said person/entity would have to have appropriate competency in both design and construction.

    So what can I expect to pay if I ask my engineer or any qualified person to carry out this roll?
    I trying to keep cost to a minimum and do what ever I can do myself

    In terms of PSDP it would almost certainly be your Engineer or whoever designed the house that would act in this role. Have you agreed an overall fee with him/her yet? If not you might get it thrown in for very little extra - even if you have agreed a fee I'd guess in the range of 10%-20% extra.

    In terms of PSCS - many contractors do it themselves but there are companies who specialise in assisting the contractor in fulfilling the role so I'd say it would be worth talking to one of them. No idea how much they charge though - somebody from that side of the fence might be able to help you out.

    I think for a Design Build or EPC job the one person could fulfill both roles. It wouldn't make sense in the usual circumstances

    There is no reason one person could not fulfill the two roles if they are appropriately experienced in both the design work and the contracting work.

    I would expect even on a DB job you'd have a designer and contractor side of the business and possibly a person from each acting in the roles.
