    From today's independent:
    The 'cry of the emergency' is, as Supreme Court Judge Mr Justice Adrian Hardiman has observed, "an intoxicating one, producing an exhilarating freedom from the need to consider the rights of others and productive of a desire to repeat it again and again"

    I've been looking online unsuccessfully trying to locate this quote. I've found other references to it but I've been unable to establish when, where and in what context this sentence came about.

    Can anyone point me in the right direction?
